The Birdsboro Power Project is a 488 MW gas-fired combined cycle plant in eastern Pennsylvania built on the site of a former munitions facility. PPMS began by working alongside the developer – providing engineering and environmental permit reviews and negotiating the final EPC contract. Prior to building the facility, approximately 24,000 tons of PCB-contaminated soil had to be excavated and properly disposed. As the construction manager, PPMS provided oversight of the remediation, removal of the former facility structures, and construction and commissioning of the new power plant. PPMS negotiated and currently manages the Operations & Maintenance and Energy Management agreements, supported the long-term project financing, and has since negotiated numerous hedges in an ongoing effort to optimize the project revenue. The facility achieved commercial operations in May 2019 and PPMS continues to manage the daily aspects of the project in providing cutting-edge power generation to the PJM grid.
Phoenix Wind Repower consists of three wind farms in the ERCOT region in Texas, totaling approximately 383 MW. These facilities had aging and unsupported turbines, many of which were running well below their potential capacities. The wind farms were repowered, installing new Vestas turbines on the existing towers to improve operational efficiencies and refresh the available production tax credits. PPMS’ role started with due diligence prior to the acquisition from the former owner in 2018, then serving as the owner’s representative after the acquisition and into the repowering process. Ultimately stepping into a project and asset management role, PPMS ushered the repowering to completion – interfacing with ERCOT, negotiating EHS and NERC changes, and supporting the tax equity funding process. PPMS continues to manage these projects, providing asset management, financial reporting, operational oversight, and regulatory compliance program management to these greatly improved assets.
